Transmission System Monitoring
Potomac Economics provides independent monitoring services to help ensure full, nondiscriminatory access to transmission capability.
We have performed independent transmission monitoring of six utilities under FERC-approved market monitoring plans. These monitoring requirements have generally arisen out of various types of FERC proceedings.
The objective of this monitoring is to ensure full access to transmission service, which is essential for promoting competition in wholesale electricity markets. This involves evaluating posted available transmission capability (ATC), transmission reservation refusals, and the causes of transmission curtailments. In addition to monitoring for anticompetitive conduct by the transmission provider, we also seek to identify improvements in transmission provider processes and assumptions that would increase transmission availability to wholesale market participants.
